yes. they study the institutions & systems yet the solution is always to educate you. the people to act like a herd. pacify, accept the failures as general, undefined ignorance & stupidity; go along with the increasing difficulty as just the way it is and always has been, ignore, adapt, work around, instead of ask for accountability from those institutions
In the same book, published in 1948, Cordell Hull makes the following comments, "Morgenthau's explanations persuaded Roosevelt to write to Hull and Stimson that US occupation policy, which anticipated that 'Germany is to be restored just as much as the Netherlands or Belgium,' was excessively lenient. A better policy would have the Germans 'fed three times a day with soup from Army soup kitchens,' so 'they will remember that experience the rest of their lives.'" In fact, I gather that the 1945-48 period in Germany was one of deliberate privation, orchestrated by FDR, Stimson, Morgenthau, the communists at the state department, the other Soviet agents such as Harry Dexter White, and many others. The intention was to harm as many women, children, elderly, and poor people in Germany as possible, much as the Hoover team had worked so hard to deprive widows and orphans in Belgium of any sustenance during and after the first world war (so-called). Why do these things? To foment Bolshevik rebellions, to encourage the Soviet Union to invade and occupy more territory, and to hurt people, which is the entire purpose of all the policies of the freemasons and their communist dupes.
