Your metaphor of an egregore of the world's majority is interesting. I've worked with organisational entities, and I cannot recommend it. The problems of the egregore are many and varied and deserve to be discussed. The biggest problem is that whatever entity it is rewards the preservation of that entity, whether it is a committee, a subcommittee, an agency, a department, or a government. Mostly the things that need doing involve chopping out wasteful entities.
